60.21. Where there are no kilometres travelled in the territory of an administrative authority during the preceding year, the carrier shall provide an estimate of the number of kilometres and the following calculation methods shall apply:
(1)  that estimate shall be included with the total distance travelled;
(2)  the percentage of the estimated number of kilometres for the administrative authority is the quotient obtained by dividing the estimated number of kilometres in the territory of the administrative authority by the sum of the total distance travelled and the estimated distances in the territory of all the administrative authorities.
